
Cyprus Permanent Residency
Cyprus Permanent Residency (PR) is a legal status that entitles non-EU citizens (commonly referred to as third-country nationals) and qualifying dependants to reside permanently in Cyprus without time limitations. It is also commonly referred to as a Cyprus Immigration Permit or Permanent Residence Permit.
There are numerous benefits associated with obtaining Permanent Residency in Cyprus. In addition to providing the right to reside permanently in Cyprus, it facilitates travel within Europe and may, subject to the applicable legislation and conditions, provide a pathway towards Cypriot citizenship through naturalisation after the required period of lawful residence.
How to Obtain Permanent Residency in Cyprus
A Permanent Residency Permit can most commonly be obtained in one of the following ways:
- By investing in qualifying property in Cyprus (Fast-Track or normal route); or
- By applicants (and their qualifying family members) who have lawfully resided in Cyprus for the period prescribed under the applicable immigration legislation.
Applications for a Permanent Residency Permit may generally be made under one of the following routes:
- Fast-Track Permanent Residency (Regulation 6(2));
- Permanent Residency under the normal procedure (Category F, where applicable);
- Permanent Residency for non-EU nationals legally residing in Cyprus;
- Permanent Residency for qualifying family members; and
- Permanent Residency documentation for EU citizens (“Yellow Slip”), where applicable.

Fast-Track Permanent Residency (Regulation 6(2))
The Fast-Track Permanent Residency route is a simplified procedure for granting Permanent Residency Permits to eligible non-EU nationals who invest in Cyprus.
Financial Criteria
Applicants are generally required to satisfy the following financial requirements:
- Purchase qualifying residential property in Cyprus with a minimum value of €300,000 (plus VAT, where applicable).
- Demonstrate a secured annual income of at least €50,000, earned from sources outside Cyprus.
- The required annual income is increased by €15,000 for the spouse and €10,000 for each dependent child included in the application.
In addition to meeting the above financial requirements, the applicant, spouse and qualifying dependants should generally satisfy the following conditions:
- Have a clean criminal record.
- Declare that they do not intend to work in Cyprus (although Permanent Residency Permit holders may own shares in Cyprus companies and receive dividend income, subject to the applicable legislation).
- Demonstrate that their income is generated from lawful sources outside Cyprus.
- Ensure that neither the applicant nor any qualifying family member is subject to applicable European Union restrictive measures or sanctions.
- Visit Cyprus at least once every two years in order to maintain the validity of the Permanent Residency Permit, in accordance with the applicable legislation.
Permanent Residency under the Normal Procedure
A third-country national may also apply for Permanent Residency under the normal procedure, subject to the applicable immigration legislation and their individual circumstances.
Typical considerations include:
- Sufficient secured annual income from lawful sources.
- Appropriate accommodation in Cyprus.
- No employment in Cyprus unless otherwise permitted.
- Clean criminal record.
- Compliance with the applicable immigration legislation.
